  “十四五时(shi)期是我国(guo)(guo)全面建成小康(kang)社会(hui)(hui)(hui)、实现(xian)第(di)(di)一(yi)个(ge)百年(nian)奋斗目标之后,乘势而上开启(qi)全面建设(she)社会(hui)(hui)(hui)主(zhu)义(yi)现(xian)代(dai)化国(guo)(guo)家新征程(cheng)、向(xiang)第(di)(di)二个(ge)百年(nian)奋斗目标进(jin)军(jun)的第(di)(di)一(yi)个(ge)五年(nian)。中(zhong)国(guo)(guo)共产党第(di)(di)十九届中(zhong)央委员(yuan)会(hui)(hui)(hui)第(di)(di)五次(ci)全体会(hui)(hui)(hui)议深入分析国(guo)(guo)际国(guo)(guo)内形势,就制定国(guo)(guo)民经济和社会(hui)(hui)(hui)发(fa)展十四五(wu)规划(hua)和二〇三五年(nian)远景目标提出以下(xia)建议。

  一、全(quan)面建成(cheng)小(xiao)康社会,开启全(quan)面建设社会主义(yi)现代化国(guo)家(jia)新征程

  1.决(jue)(jue)胜全面建成小康(kang)社会取得决(jue)(jue)定性成就。十三五时(shi)期是全(quan)(quan)面(mian)(mian)(mian)建成小康(kang)社(she)会决胜阶段(duan)。面(mian)(mian)(mian)对错综(zong)复杂的(de)(de)国(guo)(guo)际形势、艰(jian)巨繁(fan)重(zhong)(zhong)(zhong)的(de)(de)国(guo)(guo)内改(gai)革(ge)发(fa)展(zhan)稳(wen)(wen)定任务(wu)特(te)别是新(xin)冠肺炎疫情严重(zhong)(zhong)(zhong)冲击(ji),以习近平同志为核心的(de)(de)党(dang)(dang)中央不忘初心、牢记使命,团(tuan)结带(dai)领全(quan)(quan)党(dang)(dang)全(quan)(quan)国(guo)(guo)各(ge)族人民(min)砥砺前行、开拓创新(xin),奋发(fa)有为推(tui)进(jin)(jin)党(dang)(dang)和国(guo)(guo)家(jia)各(ge)项事业。全(quan)(quan)面(mian)(mian)(mian)深化(hua)改(gai)革(ge)取(qu)(qu)得重(zhong)(zhong)(zhong)大(da)突破,全(quan)(quan)面(mian)(mian)(mian)依法治国(guo)(guo)取(qu)(qu)得重(zhong)(zhong)(zhong)大(da)进(jin)(jin)展(zhan),全(quan)(quan)面(mian)(mian)(mian)从(cong)严治党(dang)(dang)取(qu)(qu)得重(zhong)(zhong)(zhong)大(da)成果(guo)(guo),国(guo)(guo)家(jia)治理体系和治理能力(li)现(xian)代化(hua)加快(kuai)推(tui)进(jin)(jin),中国(guo)(guo)共产(chan)党(dang)(dang)领导和我国(guo)(guo)社(she)会主义(yi)制度优(you)势进(jin)(jin)一步彰显;经(jing)济实力(li)、科技实力(li)、综(zong)合(he)国(guo)(guo)力(li)跃上新(xin)的(de)(de)大(da)台阶,经(jing)济运行总体平稳(wen)(wen),经(jing)济结构持续优(you)化(hua),预计二〇二〇年国(guo)(guo)内生产(chan)总值(zhi)突破一百万亿(yi)元;脱贫攻坚成果(guo)(guo)举(ju)世瞩目,五千五百七十(shi)五万农村(cun)贫困人口实现(xian)脱贫;粮食年产(chan)量连续五年稳(wen)(wen)定在一万三千亿(yi)斤(jin)以上;污(wu)染防治力(li)度加大(da),生态环境明(ming)显改(gai)善;对外开放持续扩大(da),共建一带一路成果(guo)丰硕;人民生活水平显(xian)著提高,高等教育进入普及化阶(jie)段,城镇新(xin)增就业超过(guo)六千(qian)万人,建成世(shi)界上规模最大(da)的社(she)会(hui)保障体系,基本医(yi)疗保险覆盖(gai)超过(guo)十三亿人,基本养(yang)老保险覆盖(gai)近(jin)十亿人,新(xin)冠肺炎疫(yi)情防控(kong)取得(de)重大(da)战(zhan)略成果(guo);文化事业和文化产业繁(fan)荣发展;国防和军队建设水平大(da)幅(fu)提升,军队组织(zhi)形态实现重大(da)变革;国家安全全面加强,社(she)会(hui)保持和谐稳定。十(shi)三五规划目(mu)标任务(wu)即将完成(cheng),全面(mian)建成(cheng)小(xiao)(xiao)康社会胜(sheng)利在望(wang),中华民(min)族(zu)伟(wei)大复兴向前迈(mai)出了新(xin)的(de)一大步,社会主(zhu)(zhu)义中国(guo)以(yi)更加雄伟(wei)的(de)身姿(zi)屹立于世界东方(fang)。全党全国(guo)各族(zu)人民(min)要(yao)再接再厉、一鼓(gu)作(zuo)气,确保(bao)如期打赢(ying)脱(tuo)贫攻坚战,确保(bao)如期全面(mian)建成(cheng)小(xiao)(xiao)康社会、实现第一个百年奋斗目(mu)标,为开启全面(mian)建设社会主(zhu)(zhu)义现代化(hua)国(guo)家(jia)新(xin)征程奠(dian)定坚实基础。

  2.我(wo)(wo)(wo)国(guo)发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)环(huan)(huan)(huan)境(jing)面临深刻(ke)(ke)复杂变(bian)(bian)(bian)(bian)化(hua)。当前(qian)和(he)(he)(he)今后一(yi)个时(shi)期(qi),我(wo)(wo)(wo)国(guo)发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)仍(reng)(reng)(reng)然处于(yu)重(zhong)(zhong)要(yao)战(zhan)(zhan)略(lve)机(ji)遇(yu)(yu)期(qi),但机(ji)遇(yu)(yu)和(he)(he)(he)挑(tiao)战(zhan)(zhan)都(dou)有(you)新的发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)变(bian)(bian)(bian)(bian)化(hua)。当今世(shi)界正经历(li)百(bai)(bai)年(nian)未有(you)之大(da)变(bian)(bian)(bian)(bian)局(ju)(ju)(ju),新一(yi)轮科(ke)技革(ge)命(ming)和(he)(he)(he)产业(ye)变(bian)(bian)(bian)(bian)革(ge)深入发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan),国(guo)际力(li)量对比深刻(ke)(ke)调整,和(he)(he)(he)平(ping)(ping)与发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)仍(reng)(reng)(reng)然是(shi)时(shi)代主题,人类命(ming)运共同体理念深入人心,同时(shi)国(guo)际环(huan)(huan)(huan)境(jing)日趋复杂,不(bu)(bu)稳定(ding)(ding)性(xing)不(bu)(bu)确定(ding)(ding)性(xing)明显增加,新冠肺炎疫(yi)情影(ying)响广(guang)泛深远(yuan),经济(ji)全(quan)(quan)球化(hua)遭遇(yu)(yu)逆(ni)流,世(shi)界进(jin)入动荡(dang)变(bian)(bian)(bian)(bian)革(ge)期(qi),单(dan)边(bian)主义、保(bao)护主义、霸权(quan)主义对世(shi)界和(he)(he)(he)平(ping)(ping)与发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)构(gou)成(cheng)威胁(xie)。我(wo)(wo)(wo)国(guo)已(yi)转向高质(zhi)(zhi)量发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)阶(jie)段,制度优(you)势(shi)显著,治理效能提升,经济(ji)长期(qi)向好(hao),物质(zhi)(zhi)基(ji)础雄厚,人力(li)资源丰富,市场空间广(guang)阔,发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)韧性(xing)强劲,社会(hui)(hui)大(da)局(ju)(ju)(ju)稳定(ding)(ding),继续发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)具有(you)多方(fang)面优(you)势(shi)和(he)(he)(he)条件,同时(shi)我(wo)(wo)(wo)国(guo)发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)不(bu)(bu)平(ping)(ping)衡不(bu)(bu)充分(fen)问题仍(reng)(reng)(reng)然突出,重(zhong)(zhong)点领域(yu)关键(jian)环(huan)(huan)(huan)节(jie)改(gai)革(ge)任务仍(reng)(reng)(reng)然艰巨,创新能力(li)不(bu)(bu)适应高质(zhi)(zhi)量发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)要(yao)求(qiu)(qiu),农业(ye)基(ji)础还(hai)不(bu)(bu)稳固,城(cheng)乡区域(yu)发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)和(he)(he)(he)收入分(fen)配差距较大(da),生(sheng)态环(huan)(huan)(huan)保(bao)任重(zhong)(zhong)道远(yuan),民(min)生(sheng)保(bao)障存在短板,社会(hui)(hui)治理还(hai)有(you)弱项。全(quan)(quan)党要(yao)统筹中华民(min)族伟大(da)复兴(xing)战(zhan)(zhan)略(lve)全(quan)(quan)局(ju)(ju)(ju)和(he)(he)(he)世(shi)界百(bai)(bai)年(nian)未有(you)之大(da)变(bian)(bian)(bian)(bian)局(ju)(ju)(ju),深刻(ke)(ke)认(ren)识我(wo)(wo)(wo)国(guo)社会(hui)(hui)主要(yao)矛盾变(bian)(bian)(bian)(bian)化(hua)带(dai)(dai)来(lai)的新特征新要(yao)求(qiu)(qiu),深刻(ke)(ke)认(ren)识错综复杂的国(guo)际环(huan)(huan)(huan)境(jing)带(dai)(dai)来(lai)的新矛盾新挑(tiao)战(zhan)(zhan),增强机(ji)遇(yu)(yu)意(yi)识和(he)(he)(he)风险意(yi)识,立足社会(hui)(hui)主义初级阶(jie)段基(ji)本国(guo)情,保(bao)持战(zhan)(zhan)略(lve)定(ding)(ding)力(li),办好(hao)自己(ji)的事,认(ren)识和(he)(he)(he)把握(wo)发(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)规律,发(fa)(fa)(fa)(fa)(fa)(fa)扬斗争精神(shen),树立底线思维(wei),准(zhun)确识变(bian)(bian)(bian)(bian)、科(ke)学应变(bian)(bian)(bian)(bian)、主动求(qiu)(qiu)变(bian)(bian)(bian)(bian),善(shan)于(yu)在危机(ji)中育(yu)先机(ji)、于(yu)变(bian)(bian)(bian)(bian)局(ju)(ju)(ju)中开新局(ju)(ju)(ju),抓住机(ji)遇(yu)(yu),应对挑(tiao)战(zhan)(zhan),趋利避害(hai),奋勇(yong)前(qian)进(jin)。

  3.到(dao)(dao)二(er)〇三(san)五年(nian)基(ji)(ji)(ji)(ji)本(ben)(ben)实(shi)现(xian)(xian)社(she)(she)会(hui)主(zhu)(zhu)义现(xian)(xian)代(dai)化(hua)(hua)(hua)远景目标(biao)。党(dang)的(de)十九大对实(shi)现(xian)(xian)第二(er)个百年(nian)奋(fen)斗(dou)目标(biao)作出分两个阶段(duan)推(tui)进(jin)的(de)战(zhan)略安(an)排,即到(dao)(dao)二(er)〇三(san)五年(nian)基(ji)(ji)(ji)(ji)本(ben)(ben)实(shi)现(xian)(xian)社(she)(she)会(hui)主(zhu)(zhu)义现(xian)(xian)代(dai)化(hua)(hua)(hua),到(dao)(dao)本(ben)(ben)世纪中叶把我国(guo)(guo)(guo)建成(cheng)富强民(min)主(zhu)(zhu)文明和(he)谐美丽的(de)社(she)(she)会(hui)主(zhu)(zhu)义现(xian)(xian)代(dai)化(hua)(hua)(hua)强国(guo)(guo)(guo)。展(zhan)(zhan)(zhan)望二(er)〇三(san)五年(nian),我国(guo)(guo)(guo)经济(ji)(ji)实(shi)力(li)(li)、科技实(shi)力(li)(li)、综(zong)合国(guo)(guo)(guo)力(li)(li)将(jiang)大幅(fu)跃升,经济(ji)(ji)总量和(he)城乡居民(min)人(ren)均(jun)收入(ru)将(jiang)再迈上新(xin)(xin)的(de)大台阶,关键核(he)心(xin)技术(shu)实(shi)现(xian)(xian)重大突破,进(jin)入(ru)创新(xin)(xin)型(xing)国(guo)(guo)(guo)家(jia)前列;基(ji)(ji)(ji)(ji)本(ben)(ben)实(shi)现(xian)(xian)新(xin)(xin)型(xing)工业化(hua)(hua)(hua)、信息化(hua)(hua)(hua)、城镇化(hua)(hua)(hua)、农业现(xian)(xian)代(dai)化(hua)(hua)(hua),建成(cheng)现(xian)(xian)代(dai)化(hua)(hua)(hua)经济(ji)(ji)体系;基(ji)(ji)(ji)(ji)本(ben)(ben)实(shi)现(xian)(xian)国(guo)(guo)(guo)家(jia)治(zhi)(zhi)理(li)体系和(he)治(zhi)(zhi)理(li)能力(li)(li)现(xian)(xian)代(dai)化(hua)(hua)(hua),人(ren)民(min)平(ping)等(deng)参与、平(ping)等(deng)发(fa)展(zhan)(zhan)(zhan)权利得到(dao)(dao)充(chong)分保(bao)障,基(ji)(ji)(ji)(ji)本(ben)(ben)建成(cheng)法(fa)治(zhi)(zhi)国(guo)(guo)(guo)家(jia)、法(fa)治(zhi)(zhi)政府、法(fa)治(zhi)(zhi)社(she)(she)会(hui);建成(cheng)文化(hua)(hua)(hua)强国(guo)(guo)(guo)、教育强国(guo)(guo)(guo)、人(ren)才强国(guo)(guo)(guo)、体育强国(guo)(guo)(guo)、健康中国(guo)(guo)(guo),国(guo)(guo)(guo)民(min)素质和(he)社(she)(she)会(hui)文明程度(du)达(da)(da)到(dao)(dao)新(xin)(xin)高度(du),国(guo)(guo)(guo)家(jia)文化(hua)(hua)(hua)软实(shi)力(li)(li)显(xian)(xian)著增(zeng)强;广(guang)泛形(xing)(xing)成(cheng)绿(lv)色生(sheng)(sheng)产生(sheng)(sheng)活方式,碳排放达(da)(da)峰后(hou)稳中有降,生(sheng)(sheng)态环境根本(ben)(ben)好(hao)转,美丽中国(guo)(guo)(guo)建设(she)目标(biao)基(ji)(ji)(ji)(ji)本(ben)(ben)实(shi)现(xian)(xian);形(xing)(xing)成(cheng)对外开放新(xin)(xin)格(ge)局,参与国(guo)(guo)(guo)际(ji)经济(ji)(ji)合作和(he)竞争新(xin)(xin)优(you)势明显(xian)(xian)增(zeng)强;人(ren)均(jun)国(guo)(guo)(guo)内(nei)生(sheng)(sheng)产总值达(da)(da)到(dao)(dao)中等(deng)发(fa)达(da)(da)国(guo)(guo)(guo)家(jia)水(shui)平(ping),中等(deng)收入(ru)群体显(xian)(xian)著扩大,基(ji)(ji)(ji)(ji)本(ben)(ben)公共(gong)服务实(shi)现(xian)(xian)均(jun)等(deng)化(hua)(hua)(hua),城乡区(qu)域发(fa)展(zhan)(zhan)(zhan)差距和(he)居民(min)生(sheng)(sheng)活水(shui)平(ping)差距显(xian)(xian)著缩小;平(ping)安(an)中国(guo)(guo)(guo)建设(she)达(da)(da)到(dao)(dao)更高水(shui)平(ping),基(ji)(ji)(ji)(ji)本(ben)(ben)实(shi)现(xian)(xian)国(guo)(guo)(guo)防(fang)和(he)军(jun)队现(xian)(xian)代(dai)化(hua)(hua)(hua);人(ren)民(min)生(sheng)(sheng)活更加美好(hao),人(ren)的(de)全(quan)面(mian)发(fa)展(zhan)(zhan)(zhan)、全(quan)体人(ren)民(min)共(gong)同(tong)富裕取得更为明显(xian)(xian)的(de)实(shi)质性进(jin)展(zhan)(zhan)(zhan)。

  二(er)、“十四五”时期经济社会发展指导方针和主要目标

  4.“十四五时期经济社会(hui)发展指(zhi)导思(si)想。高举中国特色社会(hui)主义伟(wei)大旗(qi)帜,深入贯彻党的十(shi)九大和十(shi)九届二中、三(san)中、四(si)中、五中全会(hui)精神(shen),坚持以马克思(si)列宁主义、毛泽(ze)东思(si)想、邓小平理论(lun)、三个代表重要(yao)思(si)(si)想、科学发(fa)展(zhan)观、习近平新(xin)(xin)(xin)时代中国(guo)特色(se)(se)社(she)(she)(she)(she)会(hui)(hui)主义(yi)思(si)(si)想为指(zhi)导,全(quan)面(mian)(mian)贯彻党(dang)的(de)(de)基(ji)本(ben)(ben)理论、基(ji)本(ben)(ben)路线(xian)、基(ji)本(ben)(ben)方(fang)略,统筹(chou)推进(jin)经济(ji)建(jian)设(she)、政治建(jian)设(she)、文化(hua)建(jian)设(she)、社(she)(she)(she)(she)会(hui)(hui)建(jian)设(she)、生态文明建(jian)设(she)的(de)(de)总体(ti)(ti)布(bu)局(ju),协调(diao)推进(jin)全(quan)面(mian)(mian)建(jian)设(she)社(she)(she)(she)(she)会(hui)(hui)主义(yi)现(xian)代化(hua)国(guo)家、全(quan)面(mian)(mian)深化(hua)改革、全(quan)面(mian)(mian)依法(fa)治国(guo)、全(quan)面(mian)(mian)从(cong)严治党(dang)的(de)(de)战略布(bu)局(ju),坚(jian)定不移(yi)贯彻创新(xin)(xin)(xin)、协调(diao)、绿色(se)(se)、开(kai)放、共享的(de)(de)新(xin)(xin)(xin)发(fa)展(zhan)理念,坚(jian)持稳(wen)中求(qiu)进(jin)工作总基(ji)调(diao),以(yi)推动高质量发(fa)展(zhan)为主题(ti),以(yi)深化(hua)供给侧结(jie)构性改革为主线(xian),以(yi)改革创新(xin)(xin)(xin)为根(gen)本(ben)(ben)动力(li)(li),以(yi)满足(zu)人民日益增长的(de)(de)美好生活需要(yao)为根(gen)本(ben)(ben)目的(de)(de),统筹(chou)发(fa)展(zhan)和安全(quan),加快(kuai)建(jian)设(she)现(xian)代化(hua)经济(ji)体(ti)(ti)系(xi),加快(kuai)构建(jian)以(yi)国(guo)内(nei)大(da)循(xun)(xun)环为主体(ti)(ti)、国(guo)内(nei)国(guo)际(ji)双循(xun)(xun)环相互促进(jin)的(de)(de)新(xin)(xin)(xin)发(fa)展(zhan)格局(ju),推进(jin)国(guo)家治理体(ti)(ti)系(xi)和治理能力(li)(li)现(xian)代化(hua),实现(xian)经济(ji)行稳(wen)致(zhi)远(yuan)、社(she)(she)(she)(she)会(hui)(hui)安定和谐,为全(quan)面(mian)(mian)建(jian)设(she)社(she)(she)(she)(she)会(hui)(hui)主义(yi)现(xian)代化(hua)国(guo)家开(kai)好局(ju)、起(qi)好步。

  5.“十(shi)四(si)五(wu)时期经济(ji)社(she)会发展必须遵循的原(yuan)则。

  ——坚(jian)持党的全(quan)面领导(dao)。坚(jian)持和(he)完善党领导(dao)经济社(she)会发(fa)展的体制(zhi)机制(zhi),坚(jian)持和(he)完善中(zhong)国特色社(she)会主义制(zhi)度,不断提(ti)高贯彻新发(fa)展理(li)念(nian)、构建新发(fa)展格局能(neng)力和(he)水平(ping),为实现高质量发(fa)展提(ti)供根本保证(zheng)。

  ——坚持(chi)以(yi)人(ren)民(min)(min)为中心。坚持(chi)人(ren)民(min)(min)主体(ti)地(di)位,坚持(chi)共同(tong)富裕方向,始终做到(dao)发(fa)展为了人(ren)民(min)(min)、发(fa)展依靠人(ren)民(min)(min)、发(fa)展成果由人(ren)民(min)(min)共享,维护人(ren)民(min)(min)根本利益,激发(fa)全体(ti)人(ren)民(min)(min)积极性、主动性、创造(zao)性,促进(jin)(jin)社(she)会公平,增进(jin)(jin)民(min)(min)生福祉,不断(duan)实现人(ren)民(min)(min)对美(mei)好生活的向往。

  ——坚持新(xin)发(fa)(fa)展理念(nian)。把新(xin)发(fa)(fa)展理念(nian)贯穿发(fa)(fa)展全过程和各领域,构建(jian)新(xin)发(fa)(fa)展格局,切实转变(bian)发(fa)(fa)展方式,推动质量(liang)变(bian)革(ge)、效率变(bian)革(ge)、动力(li)变(bian)革(ge),实现更高质量(liang)、更有效率、更加公平、更可持续(xu)、更为安全的(de)发(fa)(fa)展。

  ——坚(jian)(jian)持深化改(gai)革(ge)开放。坚(jian)(jian)定(ding)不移推进改(gai)革(ge),坚(jian)(jian)定(ding)不移扩(kuo)大(da)开放,加强国(guo)家(jia)治(zhi)理体系和治(zhi)理能力(li)现(xian)代化建设,破除制约高(gao)质(zhi)(zhi)量(liang)发展、高(gao)品(pin)质(zhi)(zhi)生活(huo)的体制机(ji)制障碍,强化有利(li)于(yu)提(ti)高(gao)资源配置(zhi)效(xiao)率、有利(li)于(yu)调动(dong)(dong)全社(she)会积极性的重大(da)改(gai)革(ge)开放举措,持续增强发展动(dong)(dong)力(li)和活(huo)力(li)。

  60.健全(quan)规划制(zhi)定和落实机(ji)制(zhi)。按(an)照本次全(quan)会精神,制(zhi)定国家和地方十四五规(gui)(gui)划(hua)纲要和(he)专项(xiang)规(gui)(gui)划(hua),形成(cheng)定位准确、边界清晰、功(gong)能互补、统一(yi)衔接的国家(jia)规(gui)(gui)划(hua)体(ti)系。健全政(zheng)策协调和(he)工作协同机(ji)制,完善(shan)规(gui)(gui)划(hua)实(shi)施监测评估机(ji)制,确保(bao)党中(zhong)央(yang)关于十四五发展的决策部署落到实处。
