周思源在会(hui)上(shang)从方(fang)法论(lun)的(de)(de)(de)(de)角(jiao)度对(dui)“十四五(wu)(wu)”规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)工(gong)(gong)作(zuo)(zuo)提出(chu)(chu)具体(ti)(ti)(ti)要(yao)(yao)(yao)(yao)(yao)求(qiu)。他(ta)指出(chu)(chu):第一(yi)要(yao)(yao)(yao)(yao)(yao)提高(gao)(gao)认(ren)识、高(gao)(gao)度重视(shi)“十四五(wu)(wu)规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)”编制(zhi)工(gong)(gong)作(zuo)(zuo),要(yao)(yao)(yao)(yao)(yao)与党中央、省委(wei)省政府精(jing)(jing)神(shen)一(yi)致,形成(cheng)(cheng)高(gao)(gao)质(zhi)量(liang)的(de)(de)(de)(de)未(wei)来五(wu)(wu)年(nian)学(xue)校(xiao)行(xing)(xing)动(dong)指南。第二要(yao)(yao)(yao)(yao)(yao)做好规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)工(gong)(gong)作(zuo)(zuo)与国家(jia)的(de)(de)(de)(de)规(gui)(gui)(gui)划(hua)(hua)(hua)(hua),省委(wei)、省政府的(de)(de)(de)(de)规(gui)(gui)(gui)划(hua)(hua)(hua)(hua),教育厅、文旅厅和(he)(he)成(cheng)(cheng)都市委(wei)、市政府等规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)的(de)(de)(de)(de)衔接,要(yao)(yao)(yao)(yao)(yao)做到(dao)与学(xue)校(xiao)第十一(yi)次(ci)党代会(hui)精(jing)(jing)神(shen)紧密结合。第三要(yao)(yao)(yao)(yao)(yao)进(jin)行(xing)(xing)深入的(de)(de)(de)(de)调(diao)查(cha)研(yan)究,要(yao)(yao)(yao)(yao)(yao)摸(mo)清现(xian)(xian)状,找(zhao)(zhao)准问(wen)题(ti),规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)要(yao)(yao)(yao)(yao)(yao)具有(you)针对(dui)性(xing)、操(cao)作(zuo)(zuo)性(xing),制(zhi)定能落地(di)、能实(shi)施(shi)的(de)(de)(de)(de)方(fang)案。要(yao)(yao)(yao)(yao)(yao)立足长远、开(kai)阔胸襟,加强兄(xiong)弟(di)院(yuan)校(xiao)间的(de)(de)(de)(de)学(xue)习(xi)交流,取长补(bu)短。第四要(yao)(yao)(yao)(yao)(yao)深入、积极地(di)研(yan)究未(wei)来工(gong)(gong)作(zuo)(zuo),规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)的(de)(de)(de)(de)过程就是(shi)(shi)研(yan)究工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)过程,规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)的(de)(de)(de)(de)好坏(huai)体(ti)(ti)(ti)现(xian)(xian)出(chu)(chu)的(de)(de)(de)(de)是(shi)(shi)研(yan)究工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)水平(ping)。各部门、系(院(yuan))在制(zhi)定子规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)时,要(yao)(yao)(yao)(yao)(yao)体(ti)(ti)(ti)现(xian)(xian)出(chu)(chu)计(ji)划(hua)(hua)(hua)(hua)性(xing)、系统性(xing)、前(qian)瞻性(xing)。第五(wu)(wu)要(yao)(yao)(yao)(yao)(yao)使规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)具有(you)可操(cao)作(zuo)(zuo)性(xing)。要(yao)(yao)(yao)(yao)(yao)把握好党中央、国家(jia)的(de)(de)(de)(de)相关(guan)精(jing)(jing)神(shen),使编制(zhi)的(de)(de)(de)(de)规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)能落地(di)、能执(zhi)行(xing)(xing)、能实(shi)施(shi)。第六要(yao)(yao)(yao)(yao)(yao)了解规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)的(de)(de)(de)(de)基(ji)本程序。一(yi)是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)学(xue)习(xi),学(xue)习(xi)上(shang)级党委(wei)、政府精(jing)(jing)神(shen)要(yao)(yao)(yao)(yao)(yao)求(qiu),学(xue)习(xi)兄(xiong)弟(di)院(yuan)校(xiao)、兄(xiong)弟(di)单位先进(jin)经验。二是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)深入调(diao)研(yan),找(zhao)(zhao)到(dao)问(wen)题(ti)和(he)(he)需要(yao)(yao)(yao)(yao)(yao),提出(chu)(chu)意见(jian)和(he)(he)建(jian)议(yi),并(bing)形成(cheng)(cheng)调(diao)研(yan)报告。三是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)集体(ti)(ti)(ti)讨(tao)论(lun),通过讨(tao)论(lun)调(diao)研(yan)报告,形成(cheng)(cheng)子规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)。四是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)形成(cheng)(cheng)若(ruo)干子规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)。五(wu)(wu)是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)在调(diao)研(yan)报告和(he)(he)子规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)的(de)(de)(de)(de)基(ji)础(chu)(chu)上(shang),形成(cheng)(cheng)总体(ti)(ti)(ti)规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)。六是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)征求(qiu)意见(jian)和(he)(he)听取专家(jia)意见(jian),通过反(fan)馈的(de)(de)(de)(de)意见(jian),进(jin)一(yi)步(bu)完(wan)善规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)。七(qi)(qi)是(shi)(shi)要(yao)(yao)(yao)(yao)(yao)召开(kai)会(hui)议(yi)研(yan)究审定总体(ti)(ti)(ti)规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)。第七(qi)(qi)要(yao)(yao)(yao)(yao)(yao)在规(gui)(gui)(gui)划(hua)(hua)(hua)(hua)编制(zhi)的(de)(de)(de)(de)指导思想上(shang),认(ren)真学(xue)习(xi)贯彻习(xi)总书记的(de)(de)(de)(de)关(guan)于教育重要(yao)(yao)(yao)(yao)(yao)论(lun)述精(jing)(jing)神(shen),特别是(shi)(shi)“立德(de)树人”“四个服务”相关(guan)要(yao)(yao)(yao)(yao)(yao)求(qiu),要(yao)(yao)(yao)(yao)(yao)落实(shi)十九(jiu)届五(wu)(wu)中全会(hui)关(guan)于高(gao)(gao)质(zhi)量(liang)发(fa)展(zhan)(zhan)的(de)(de)(de)(de)新(xin)要(yao)(yao)(yao)(yao)(yao)求(qiu),以高(gao)(gao)质(zhi)量(liang)发(fa)展(zhan)(zhan)为(wei)核(he)心。要(yao)(yao)(yao)(yao)(yao)明确未(wei)来五(wu)(wu)年(nian)要(yao)(yao)(yao)(yao)(yao)在哪些方(fang)面(mian)取得变(bian)化(hua)和(he)(he)进(jin)展(zhan)(zhan),通过“十四五(wu)(wu)”期间的(de)(de)(de)(de)发(fa)展(zhan)(zhan),学(xue)校(xiao)综合实(shi)力要(yao)(yao)(yao)(yao)(yao)上(shang)新(xin)台阶,学(xue)科(ke)专业建(jian)设要(yao)(yao)(yao)(yao)(yao)有(you)新(xin)突(tu)破,人才队(dui)伍(wu)建(jian)设要(yao)(yao)(yao)(yao)(yao)有(you)新(xin)发(fa)展(zhan)(zhan),基(ji)础(chu)(chu)设施(shi)建(jian)设要(yao)(yao)(yao)(yao)(yao)有(you)显著变(bian)化(hua),基(ji)本建(jian)成(cheng)(cheng)现(xian)(xian)代大学(xue)治理体(ti)(ti)(ti)系,为(wei)建(jian)设优势突(tu)出(chu)(chu)、特色鲜明、国内一(yi)流、国际知名的(de)(de)(de)(de)高(gao)(gao)等艺术院(yuan)校(xiao)打下坚实(shi)基(ji)础(chu)(chu)。

侯钫(fang)在(zai)主持会议(yi)时强调:本(ben)次(ci)会议(yi)是(shi)(shi)(shi)对我校“十四五(wu)”规(gui)(gui)划编制工(gong)(gong)作的一次(ci)动员部署,也是(shi)(shi)(shi)一次(ci)提升培训,具有很强的指导性(xing)、针(zhen)对性(xing)和(he)可操作性(xing)。各(ge)单(dan)位一是(shi)(shi)(shi)要(yao)(yao)(yao)迅速行动,立即(ji)召开干(gan)部职(zhi)工(gong)(gong)学(xue)(xue)习(xi)会议(yi),传达学(xue)(xue)习(xi)本(ben)次(ci)会议(yi)精神(shen),把学(xue)(xue)习(xi)贯彻(che)(che)党的十九(jiu)届(jie)五(wu)次(ci)全会精神(shen)吃透、悟(wu)深,同时贯彻(che)(che)到(dao)我校“十四五(wu)”规(gui)(gui)划编制工(gong)(gong)作当中,早(zao)思考、早(zao)调研、早(zao)谋划,确保规(gui)(gui)划编制工(gong)(gong)作落地落实(shi)。二是(shi)(shi)(shi)要(yao)(yao)(yao)充(chong)分凝聚起(qi)干(gan)部职(zhi)工(gong)(gong)的力量,组织教师(shi)广泛参与(yu)。三是(shi)(shi)(shi)要(yao)(yao)(yao)抓(zhua)好落实(shi),各(ge)单(dan)位党政负(fu)责人要(yao)(yao)(yao)牵头抓(zhua)落实(shi),要(yao)(yao)(yao)按照(zhao)工(gong)(gong)作方案,精心安排(pai)、积极(ji)参与(yu)学(xue)(xue)校的规(gui)(gui)划编制和(he)完(wan)成(cheng)好二级单(dan)位的规(gui)(gui)划编制,要(yao)(yao)(yao)以(yi)问题导向、找准短(duan)板、对标(biao)一流,为科(ke)学(xue)(xue)编制“十四五(wu)”规(gui)(gui)划奠定良好基础,高质量完(wan)成(cheng)规(gui)(gui)划编制工(gong)(gong)作。
文锋从规划编制基本考虑、分层落实规划编制任务、扎实推进规划编制工作三个方面,对学校“十四五”规划编制工作方案进行了详细说明,他指出:“十四五”规划事关学校发展大计、事关师生福祉大事,涉及学校各个层面、各个环节、各个部门、各项工作。全校各单位要有“一盘棋”思想,坚持“一张蓝图绘到底”,学院层面要统筹好总体规划编制,部门层面要推动好专项规划编制,系院层面要落实好二级规划编制。要加强规划编制领导,严格规划编制质量,确保规划编制进度,坚持质量优先、兼顾进度。要倒排工期、压茬推进,制定出高站位、高对标;能承接、可持续;强引领、创新局;好落实、见实效的“十四五”规划编制。
